Synopsis: Construction of New 10 Lane, Live Fire, Indoor, Small Arms Range including associated civil improvements to the site to support the building. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special construction requirements: environmental requirements, site work, demolition, and support. Provide utility connections for modular small arms range equipment components. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any Government assessments. The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business program. The Wisconsin Air National Guard, 128th Air Refueling Wing, intends to issue a solicitation and award of a contract to construct a small arms range at General Mitchell International Airport - Air National Guard Base, Milwaukee, WI. The magnitude of this project is between $5,000,000.00 and $10,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 14 Feb 2024. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
