Request for Proposal (RFP) for F-16 Weapon System Simulator Training and Support Services W9133L-22-R-3000 Description of Services: The National Guard Bureau (NGB) Directorate of Acquisitions (AQ-C) is hereby soliciting industry in order to competitively award a single firm-fixed-price contract for non-personal, non-commercial services to provide Weapons System Simulator Training and Support (WSSTS) for domestic and international combat-capable aircrews for the United States Air Force, Air National Guard, and authorized Foreign Military Sales customers. History / Context: This formal solicitation W9133L-22-R-3000 follows a recently published DRAFT RFP published via Systems for Award Management (SAM) from 18 January 2022 through 04 February 2022. Questions received from industry in response to the aforementioned DRAFT RFP with answers from the Government are provided in RFP (i.e., formal solicitation W9133L-22-R-3000), Attachment 1.

Follow-On Synopsis and DRAFT Request for Proposal (RFP) for F-16 Weapon System Simulator Training and Support Services W9133L-22-R-3000 Description of Services: Dovetailing from previously published synopsis W9133L-21-R-WSST via Systems for Award Management (SAM) on 02 February 2021, the National Guard Bureau (NGB) Directorate of Acquisitions (AQ-C) intends to solicit and competitively award a single firm-fixed-price contract for non-personal, non-commercial services to provide Weapons System Simulator Training and Support (WSSTS) for domestic and international combat-capable aircrews for the United States Air Force, Air National Guard, and authorized Foreign Military Sales customers. PSC and NAICS Code: Product and Service Code (PSC) U010 “Education/Training – Certifications/Accreditations for Educational Institutions.” North American Industry Classification System (NAICS) code for this requirement is “611512 – Flight Training.” Place of Performance: Performance under this contract will be at two (2) locations: 149th Fighter Wing (FW) at Joint Base San Antonio (JBSA)-Lackland, Kelly Field Annex, San Antonio, TX and 162nd Wing, Morris Air National Guard Base (ANGB), Tucson, AZ. The 149th FW consists of one (1) flying squadron. The 162nd Wing consists of two (2) flying squadrons, an Operational Support Squadron (OSS), and a Training Squadron (TRS). Currently, the 162nd Wing also has one (1) permanent FMS (RNALF) squadron. See Draft RFP for additional details. Period of Performance: The Period of Performance (PoP) shall be for one (1) 12-month base period, four (4) 12-month option periods pursuant to operative Federal Acquisition Regulations (FAR) clause 52.217-9, and one six month option period pursuant to operative FAR clause 52.217-8. The planned contract start date is 03 July 2022. See Draft RFP for additional details. Special Qualifications: See Draft RFP for details. Solicitation: Solicitation W9133L-22-R-3000 is planned for issuance in February 2022. The Government intends to set aside this requirement for competition among small businesses. The solicitation and any amendments will be posted to https://sam.gov/content/home .
