The National Guard Bureau (NGB) requires a construction project to build a Visitor’s Center at the fence line at the TARC in Arlington, Virginia. This contracts provides Architect-Engineer (A-E) Type “C” services for construction contract administration for the Visitor’s Center. Type “C” services include documenting and providing answers to contractor’s requests for information, submittals, attendance and records at progress meetings, review of lab results, preparation of as-built drawings, and a number of site visits to inspect the building during construction to ensure the construction contractor is following the design. A sole source justification was signed using the authority of 41 U.S. Code 1901, as implemented by Federal Acquisition Regulation 13.106-1(b)(1), Soliciting from a Single Source Below the Simplified Acquisition Threshold. That justification recommends a sole source award to Moseley Architects (DUNS: 058907353) at 3200 Norfolk Street, Richmond, Virginia 23230-4428.
