The National Guard Bureau (NGB) intends to award a sole source contract for requirement of the Composite Army National Guard Safety Development and Assessment Program (CASDAP) with a period of performance from 29 March 2021 to 28 May 2021. The National Guard Bureau (NGB), specifically the Army National Guard Safety and Standardization Branch (ARNG-AVS), has an enduring requirement to conduct safety program audits and evaluations of the 54 ARNG States, Territories, and the District of Columbia Joint Forces Headquarters in order to meet safety requirements outlined by OSHA statutes, the 6055 Department of Defense Instruction safety series, and the 385 series Army Regulations This effort is conducted by executing a comprehensive and collaborative three phased audit approach that provides ARNG States, Territories, and the District of Columbia a means to determine safety program effectiveness of execution and integration of ARNG and Army Safety Programs into the organization’s mission. NGB intends to award this sole source contract to Microsystems Consultants, Inc. because it is vital for services to remain with the incumbent contractor as they are the only responsible source and no other services will satisfy agency requirements in accordance with FAR 13.106-1(b)(1)(i). This increased effort was unforeseen at the original time of solicitation/award of the incumbent contract (GS00Q14OADS127 / W9133L15F0038). Competition was not sought for this requirement as the solicitation for the follow-on requirement is currently out for proposals and the Government anticipates award no later than May 2021. This notice of intent is not a request for quote/proposal. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
