THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT a request for proposal or invitation for bid; this is for INFORMATIONAL purposes and Market Research purposes only, to assist the National Guard Bureau, Construction Branch, to gain knowledge of potential Small Business Concerns. The National Guard Bureau, Construction Branch anticipates the solicitation and award of a contract to provide non-personal construction services to perform Heating, Ventilation and Air Conditioning (HVAC) upgrades project that would modify the existing HVAC systems in support of the Herbert R. Temple Jr. Army National Guard Readiness Center (TARC) located in Arlington, VA. This Sources Sought notice is to determine if there is an adequate number of qualified, interested small business concerns capable of responding to a this sources sought. The solicitation has an estimated range magnitude of construction between $5,000,000 and $10,000,000. This HVAC upgrade includes adding Dry Hydrogen Peroxide (DHP) devices into the existing duct work. To install, a piece of the duct is cut out near the diffuser and the DHP device is placed inside and powered up. This project will include furnishing and installing the devices per manufacturer's instructions, the first round of replacement cartridges, and running power to the units. TARC employs over 3,000 people and contains approximately 500,000 square feet of office space in two (2) buildings. The North American Industry Classification System (NAICS) code for this work is 236220 – Commercial and Institutional Building Construction. The small business size standard is $39.5 million average annual revenue for the previous three years. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Small Business concerns who believe they can responsibly perform these requirements should complete and submit the Sources Sought Information Form to the Contract Specialist no later than 4:00 p.m. EST, 5 June 2020. SUBMISSION REQUIREMENTS: This response shall not exceed five (5) typed pages and must include the following: (1) Positive statement of intent to submit a proposal as a prime contractor; (2) Completed and signed Source Sought Information Request Form; (3) Listing of projects of similar size and scope completed during the past five years, both for government and private industry. The name/type of project, description, dollar value, contract number, location, percentage of self-performance, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; and (4) Brief outline of resources, subcontractors, and key personnel that would be used to accomplish this contract. IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitations must be registered in the System for Award Management (SAM) database prior to award of the contract. The purpose of this database is to provide basic business information and capabilities to the Government. The SAM website can be accessed at www.sam.gov. You are encouraged to register as soon as possible. All new contracts can only be made to contractors who are registered in SAM, with an active registration. The information requested by this RFI will be used within NGB-AQ-C to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate based on responses to this notice.
