The National Guard Bureau (NGB) intends to award a sole source contract for requirement of the J52 Strategic Planning and Policy Analysis with a period of performance from 26 January 2021 to 25 July 2021. The National Guard Bureau (NGB) and specifically, the NGB Joint Staff Strategy and Policy Division (J52) has an enduring requirement to conduct background analysis and research, data gathering, and coordination and collaboration with Federal and Non-Federal organizations in order to support the J52 Division. This effort is conducted by supporting the J52 Division’s mission using information technology based methods, procedures and models, special projects/studies, information technology support, workflow improvement, administration and training, and historical data support. NGB intends to award this sole source contract to ITA International, LLC (ITA) because it is vital for services to remain with the incumbent contractor as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B). This increased effort was unforeseen at the original time of solicitation/award of the incumbent contract (GS00Q14OADS122/W9133L-16-F-0023). Competition was not sought for this requirement as the Government is currently finalizing a competitive acquisition for the follow-on requirement and anticipates award no later than July 2021. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the Technical Staff and Support Services requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 02 December 2021 at 5:00pm eastern. Responses must be submitted in writing to the Contract Specialist, MAJ Jennifer Easterling, via email at jennifer.d.easterling4.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
