The National Guard Bureau (NGB) intends to award a sole source modification to contract GS00Q14OADS112, task order W9133L-16-F-0016 for Domestic Operations (DOMOPS) Analytical Services. This is an out of scope modification to extend the period of performance from 2 May 2019 to 1 May 2020. The DOMOPS Analytical Services requirement provides critical shared situational awareness (SSA) for the senior leadership of NGB. This includes common operational picture analysis in support of the National Guard Coordination Center (NGCC). Additionally, this requirement supports to National Guard Mission Assurance (MA), Critical Infrastructure Protection (CIP), and Force Protection (FP) activities. NGB intends to award this sole source modification to Credence Management Solutions LLC, because it is vital for services to remain with the current contractor as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(B). This increased effort was unforeseen at the original time of solicitation/award. Competition was not sought for this extension as the Government is currently finalizing a competitive acquisition in the form of an indefinite delivery/indefinite quantity (IDIQ) contract for the follow-on requirement and anticipates award on/about January 2020. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the Domestic Operations (DOMOPS) Analytical Services requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1500 ET on 20 March 2019. Responses must be submitted in writing to the Contracting Officer, Mr. Scott Welcheck, via email at scott.m.welcheck.civ@mail.mil and the Contract Specialist, Major Robert Rogers, via email at robert.t.rogers34.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
