This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of small business firms for a potential small business category type set-aside. No proposals are being requested or accepted with this synopsis. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, and capabilities necessary to perform the described project are invited to provide feedback via email to Ms. Lashanda Areghan, lashanda.d.areghan@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the following categories: Certified 8a, Certified HUB Zone, Woman-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) for a Market Survey for a Service Contract for Research and Development for the Geospatial Research Laboratory (GRL). The capabilities will be evaluated solely for the purpose of determining to set aside the action for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than Small Businesses may respond to this NOTICE in the event the market does not indicate Small Business interest, however, preference will be given to the Small Business categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Geospatial Research Laboratory (GRL) has an upcoming Research and Development (R&D) acquisition that may include tasks similar to the following examples: Software development and modification tasks associated with geospatial processing and platforms. Development may require knowledge in but not limited to java, python, C/C++ Development and management of large geospatial repositories and datasets to include but not limited to image files, shape files, point clouds, and other geospatial data formats. Software development to implement artificial intelligence and/or machine learning (AI/ML) with respect to but not limited to remote sensing feature extraction, modeling and simulation, vision-based navigation, and geospatial sensor output data and integration. Development in support of but not limited to DoD Mission Command (MC) applications, Android Tactical Assault Kit (ATAK) applications, networked sensing device applications, geospatial intelligence (GEOINT) applications, environmental or Earth-system modeling applications. Measure and monitor network impact of developed applications Geospatial sensor and hardware support tasks Design, build, test, and deliver high resolution 2-dimensional (2D) and 3-dimensional (3D) sensor systems, subsystems, and components for highly accurate geospatial data collection, geolocalization, and navigation. Develop and integrate geospatially networked sensing hardware and applications. Develop and maintain specialized sensors for environmental data collection to include operation in extreme environments (e.g., arid, cold, hot, etc.) Develop and modify specialized sensors for operational and wastewater systems for installations. Subject Matter Expertise (SME) Tasks Support for advanced ground-based, unmanned aerial system (UAS), and airborne LiDAR data acquisition and processing. Laboratory management, field management, and basic maintenance of sensing equipment. This may include operation in remote locations on specialized sensors. Operational SME to include but not limited to planning operations, intelligence operations, and geospatial operations. Management And Integration Tasks Establish and maintain the capability to develop, edit, and present laboratory papers, reports, technical reports, and technical presentations and briefings. Establish and maintain a documentation capability for project activities and assigned subtasks. This capability includes, at a minimum, project documentation files and materials (in accordance with applicable Corps of Engineers and ERDC/GRL regulations and directives), briefing data (slides and point papers), evaluation data, appropriate directives, film footage, audio-visual data, distributable media, and project equipment. May attend technical review meetings to present specific products prepared by contractor. Tasks (General) Review RDT&E work and products including technical reports, evaluation plans, progress reports, and other documents. Prepare technical papers, reports, and briefings with supporting audiovisual aids, slides, and sketches/designs, etc., on work programmed or accomplished. Emphasis placed on scientific illustration expertise for improved graphical depictions of scientific findings for publication purposes. Design and operate instrumentation systems used in all facets and stages of research, development, testing, and evaluation. North American Industrial Classification System (NAICS) Code applicable to this sources sought is 541690. Identify whether your firm is interested in competing for this requirement as a prime contractor or not.
