The United States Corps of Engineers (USACE) Engineer Research Development Center – Construction Engineering Research Laboratory (ERDC-CERL) intends to award a sole source contract to UV Partner, Inc in accordance with FAR 13.106-1(b)(1). The Government requires the demonstration, testing and evaluation of a novel active upper-room ultraviolet germicidal irradiation (UVGI) system. The contractor shall install, collect, and synthesize data from multi-use occupancy sensors with UVGI irradiation in high-occupancy areas at selected military installations, and provide data to the ERDC-CERL research team. The capabilities of the UVGI technology provided by UV Partners Inc, that makes them the only source available to fulfill the Government’s research requirements. In general, UVGI technologies use ultraviolet-C (UV-C) treatment technology, with air from the occupied space drawn into a sealed UV-C chamber with a series of fans and filters. The air is then circulated through the UV-C chamber where it is treated with enclosed high-intensity UV-C light to inactivate bacteria, fungus, and viruses in the air. Afterwards, the treated air is then returned to the occupied space. The technology of UV Partners Inc is unique in that it operates in the manner described above and provides an Internet of Things (IoT)-connected platform capability to record real-time performance data of their equipment via the cloud. In addition, the technology enables interaction with multi-use occupancy sensors to detect occupancies in the spaces. Market survey found no other UVGI technology with IoT capabilities, which are necessary for collection of a sufficient amount of data for the associated research program. The associated North American Industry Classification System (NAICS) code is 541620 Environmental Consulting Services which has a size standard of $19.0M. This is not a small business set aside. Any interested party that believes that they can successfully fulfill this requirement should submit a capability statement to be reviewed. All submission will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
