The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction and Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for a Sand (Stream) Table to support geomorphological research and capable of simulating floodplains, deltas, groundwater processes, and sediment transport. ERDC-CHL intends to award a purchase order on a sole source basis to Emriver, Inc., 550 N. University Avenue, Carbondale, IL 62901 in accordance with FAR 13.106-1(b)(1). Market research indicates that Emriver, Inc is the only source for this requirement because Emriver, Inc. has developed a system for a static base sand (stream) mobile (stand-alone and self-supported) model (approximately 12’ x 4’) that includes a remotely controlled digital flow controller capable of programming and tracking flow rates and volumes that allows for precise flow and can measure cumulative discharge over time, equipped with a submersible pump with an intake filter capable of delivering 500 gph (minimum), and execute pre-programmed hydrographs. There are no other systems possessing these characteristics. The government has determined that the circumstances of this requirement deem that Emriver, Inc. is the only source reasonably available to provide this system. This is a small business set aside. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy. The U.S. Army Corps of Engineers, Engineer Research and Development Center is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to provide the equipment described below. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Project Description (Estimated quantities): The Government requires one (1) Emriver Em4 Geomodel, or equal, standard sand table model, remotely controlled with digital flow controller capable of programming and tracking of flow rates and volumes. The sand table must be equipped with: A static base comprised of at a minimum of 3mm welded sheet aluminum, with a 12’x4’ (approximately 3.7m x 1.2m) working area, and minimum depth of at least 146mm. Upper rim reinforced with double-slot T-slot extrusion to facilitate attachment of instruments and accessories. Bottom of the sand table box shall be reinforced with a large aluminum square tube to minimize loading deflection. A rack and pinion standpipe system, comprised of polycarbonate, 102 mm minimum, running in a precision shaft seal. At least two (2) folding aluminum supports. A minimum of two (2) 50-gallon reservoirs, made of polypropylene and equipped with a sealed, submersible pump. The submersible pump shall have an intake filter and be capable of delivering, at a minimum, 500 gph (1,892 Lph). Power supply for the pump shall be 12-volt, 2.0 amp service equipped with a ground fault circuit (GFC) interrupter, with input standard of 115-volt 60 Hz. System shall be either 110v or 210v. Operation manual and standard commercial warranty are to be provided. System must be self-supported, stand-alone, and mobile (portable using integrated wheels), able to handle at a minimum, four ground thermoset plastic sand types. At a minimum, 360 pounds of thermoset plastic sand in four (4) colors. Average particle size for each of the plastic sands must be; yellow 1.4 mm, white 1.0 mm, black 0.7 mm, and red 0.4 mm. System must come with a series of 3D simulated structures such as culverts or bridges that can be incorporated into the demonstration bed to provide visualization of flow events. Basis of Award: Award is based upon the Lowest Price Technically Acceptable evaluation.
