The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL), has a requirement to procure 250 software/web-based mobile application licenses, to the MURU Med mobile application published by MURU Inc, with options to purchase up to 100 additional licenses over a period of 24 months. ERDC-CERL intends to award a purchase order on a sole source basis to Muru Inc in accordance with FAR 13.106-1(b)(1). The MURU Med mobile application is the only commercially available software/application that can fulfill the requirements of the Smart Installation and Community research program, and it is only available directly from its manufacturer/developer Muru Inc. Unique features and capabilities of the application include: a. Intelligent search - The ability to answer any question with the same sophistication as Apple’s Siri or Amazon’s Alexa, so the medic can get the information they need within 5 seconds. All other offerings took longer than 5 seconds to locate the information or supplied it in a format that requires additional steps before applying the treatment to the patient. This is your standard “control F” where it simply searches the text documents for the exact text entered. There is no spell check or filtering for relevant use of the phrase, and no ability to ask questions. b. Individual Customization - Each medic receives a customized experience across multiple variables, making the interaction far more valuable. This customization includes: certification (emt, paramedic, 18d, 68w1, etc.); equipment inventory; medication inventory; and protocols and advisories. c. Monitoring Content Services - A suite of services based on industry expertise. Muru actively collects information the medic needs and monitors these numerous sources for any updates. This includes the protocols, regional/state advisories, hospitals, equipment, and medications. Other vendors required the customer to upload such content manually. d. Contains data specific to the five (5) medical guidelines (aka protocols) that medics at Fort Benning currently employ. Because of these reasons Muru Inc is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
