The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL), Additive Construction team has a requirement to procure forty (40) Jewell Instruments RMIW-L-V-14.5 Inclinometer sensors to collect data for a 3D printing research demonstration to be executed at Tyndall Air Force Base. ERDC-CERL intends to award a purchase order on a sole source basis to Jewell Instruments LLC in accordance with FAR 13.106-1(b)(1). The Jewell RMIW-L-V-14.5 Inclinometer is the only sensor found that can achieve the very fine measurement resolution necessary to monitor the very small rotation quantities that are anticipated in this demonstration project, while also conforming to the size limitations that the project imposes. Jewell sensors have a footprint of less than 3”x 3”, one of the smallest found while conducting market research, which is important so that they can be concealed from sight and work around furniture and fixtures. Additionally, the sensors are to be mounted on a 1’ thick concrete wall. It is anticipated that even under extreme wind events, this wall will only exhibit very small deflections due to its rigidity. For this reason, it is necessary to utilize a sensor with extremely fine resolution to capture these very small deflections/rotations. These sensors have a maximum resolution of 3.5 microradians which is the finest resolution found during market research. Jewell Instruments LLC provides a unique sensor that can collect the specific data set that this research demonstration demands, is compatible with data acquisition equipment already being utilized in the project, and is familiar to ERDC researchers, facilitating ease of installation. Research dollars will be maximized, as personnel is already on hand with the requisite knowledge to install these very specific sensors. Jewell Instruments LLC builds their sensors to order and does not utilize any sort of distribution network for their sales. Therefore, Jewell Instruments LLC is the only source capable of fulfilling this government requirement. Because of these reasons Jewell Instruments LLC is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
