The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to rent a remotely operated vehicle (ROV) that utilizes Ultraviolet light-based mitigation technology that does not require the use of chemicals (UV-C). The unit will be utilized to conduct field trials at Lake Erie in the summer of 2022 to assess the efficacy of UV-C for large scale mitigation of Harmful Algal Blooms (HABs). ERDC-CERL intends to award a purchase order on a sole source basis to Eget Liber, Inc in accordance with FAR 13.106-1(b)(1). Market research has found that Eget Liber Inc is the only company that offers a UV-C enabled ROV that carries an open channel UV light reactor beneath its platform, which is necessary to allow for mobile HAB remediation. It is critical for successful execution of our field trial that the UVC-enabled ROV utilizes an open channel UV reactor beneath its platform that treats the near-surface of the water column (top 24”). The only other equipment available on the commercial market with similar capabilities targets only the bottom of a waterbody, and cannot meet the project’s core requirement without sourcing components from 3rd parties and/or constructing major structural modifications, both of which time does not allow for. Because of these reasons Eget Liber, Inc is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
