This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. The solicitation number is W9132T22Q0025 and is being issued as a request for quotation (RFQ). The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement to purchase one (1) Ion Beam Milling Cross Section Polisher with specialized sputter coater capabilities and includes more than one carbon coater sample holder to be used for preparation of samples to be analyzed by a Scanning Electron Microscope (SEM). Please reference the attached RFQ for full detail of the requirement as well as all applicable provisions and clauses. The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure one (1) JEOL brand Ion Beam Milling Cross Section Polisher (model #IB-19520 CCP). ERDC-CERL intends to award a purchase order on a sole source basis to JEOL USA, Inc. in accordance with FAR 13.106-1(b)(1). Market research performed by the Government has found that the JEOL Brand Ion Beam Milling Cross Section Polisher (model #IB-19520 CCP) is the only such item on the market that meets the basic requirements of the Government research team that will be utilizing the equipment, which are listed below, and also has specialized sputter coater capabilities and includes more than one (1) carbon coater sample holder. Basic requirements include Maximum Cross-section Milling Rate of at least 500 microns per hour Sample size of at least 11mm x 10mm x 2mm Cryo cooling option down to -150 degrees C Pump down time of 4 minutes or less CCD camera above specimen stage Ion accelerating voltage of 2 to 8kV Intermittent milling function capability Turbo molecular pump and rotary pump Automatic fine milling capability Required power supply: single phase AC 100 to 120V, 50/60 Hz JEOL USA has confirmed that there are no authorized distributors of their equipment within the United States and that they are the sole source for procurement of the equipment they manufacture Because of these reasons JEOL USA, Inc. is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
