This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. The solicitation number is W9132T22Q0001 and is being issued as a request for quotation (RFQ). The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) requires a preventative maintenance plan for the JEOL Scanning Electron Microscope (SEM), JSM-6390, that will primarily include telephone/online support for customer service and usage issues. It would also include cleaning and calibration of the highly specialized lab equipment, and discounts on any replacement parts needed. The award will fund a 12-month plan upon award and include options to renew for two additional years. Please reference the attached RFQ for full detail of the requirement as well as all applicable provisions and clauses. The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement to purchase a preventative maintenance plan for the JEOL Scanning Electron Microscope (SEM), JSM-6390, that will include cleaning and calibration of the highly specialized lab equipment. The award will fund a 12-month plan upon award and include options to renew for two additional years. ERDC-CERL intends to award a purchase order on a sole source basis to Jeol USA, Inc. in accordance with FAR 13.106-1(b)(1). Market research indicates that Jeol USA, Inc. is the only source for this requirement because they, as the original equipment manufacturer, are the only entity with the capabilities to provide the necessary maintenance to the unit in a timely manner in the case of service or maintenance. JEOL is the only vendor that can provide genuine replacement parts and factory trained engineers. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy.
