This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. The solicitation number is W9132T21Q0066 and is being issued as a request for quotation (RFQ). The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) requires a one-year Maintenance Plan for its Thermo Velos Pro Dual Pressure Linear Ion Trap Mass Spectrometer. Please reference the attached RFQ for full detail of the requirement as well as all applicable provisions and clauses. The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for a one-year Maintenance Plan for its Thermo Velos Pro Dual Pressure Linear Ion Trap Mass Spectrometer. ERDC-CERL intends to award a purchase order on a sole source basis to Thermo Electron North America LLC in accordance with FAR 13.106-1(b)(1). Market research indicates that Thermo Electron North America LLC is the only source for this requirement because they are the manufacturer of the Thermo Velos Pro Dual Pressure Linear Ion Trap Mass Spectrometer, and they are the only company that has the required knowledge, tools, and understanding of the equipment to ensure proper maintenance and calibration. They offer a standard, commercially available maintenance plan that includes one preventative maintenance visit and repair kit, software updates and telephone support for a one year period, and discounted pricing on any repairs that may be needed beyond what is covered under the plan. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy.
