The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL), Paint Technology Center (PTC) in Champaign, IL... The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL), Paint Technology Center (PTC) in Champaign, IL has a requirement to procure Q-Lab brand scientific laboratory equipment, one (1) Q-Fog Cyclic Corrosion Tester, model CCT600, one (1) QUV Space Saver Frame and two (2) Accelerated Weathering Tester, model QUV/seG4. ERDC-CERL intends to award a purchase order on a sole source basis to Q-Lab Corporation in accordance with FAR 13.106-1(b)(1). Market research indicates that Q-Lab Corporation is the only source for this requirement because Q Lab brand units are specifically required as they are the only choices compatible with existing equipment already owned by the PTC. The PTC already owns 1 Q-Lab CCT and 2 Q-Lab QUVs. The PTC needs to expand capacity and to ensure standardization of sample coupons and testing all coatings exactly the same, it is imperative we obtain more Q-Lab units. These units are of the few of their kind on the market that run the ASTM and ISO test methods that are necessary to properly test coating systems. Purchase of any other similar unit would add additional cost to the program that is not expected to be recovered through competition, as it would require purchase of additional new equipment to replace what we already have, as well as recalibration of testing standards currently used by the PTC. Market research has found that the CCT600 is only available through the original equipment manufacturer (OEM), Q-Lab Corporation. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
