The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement for analysis of the engineering performance and cost data generated by the ongoing ESTCP project entitled “Energy Neutral Wastewater Treatment with a Hybrid Microbial Fuel Cell and Biofiltration Approach” which is part of the research study at Tobyhanna Army Depot, PA. Analysis will address scalability of the technology by projecting data from the ongoing pilot scale demonstration to assess design scales of interest to the military, including decentralized systems (5,000-20,000 gpd) and centralized systems (1-10 MGD). Recommendations on the most cost-effective implementation of the technology shall be provided, based on detailed life cycle cost analysis. ERDC-CERL intends to sole source this acquisition in accordance with FAR 13.106-1(b)(1) to CDM Federal Programs Corporation as it is the only engineering firm that can perform the required follow-on analysis work due to their unique knowledge of the materials and design of the microbial fuel cell system that was demonstrated under a Broad Agency Announcement (BAA) research and development contract with CDM. The analysis needed pertains to this specific system and only CDM can provide these services in a manner that will meet the government requirement. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 541715 which has a size standard of 1,000 employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
