Soliciation amendment 1 is effective 8/19/2020 which adds 3 documents to this posting: a list of question asked by interested vendors to date and government answers, a formal amendment based on some of those questions requring scope clarifcations in the PWS, and a GFI attachment that is referenced in that amendment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is W9132T20Q0066 and is being issued as a request for quotation (RFQ). This service contract action is for work to be performed which involves the development of an ongoing test and demonstration program model focused on smart technology adoption and integration across the Army enterprise. This effort will entail the following: (1) a funnel to continuously or repeatedly identify applicable commercial off-the-shelf (COTS) technologies from industry in order to demonstrate their potential to support Army installations; (2) a framework to prioritize the order of implementation for identified technology pilots with the understanding that there will be program budget constraints; (3) a generalized pilot demonstration implementation plan; and (4) a framework to assess the performance of the pilots to determine whether the technology should be implemented enterprise-wide.
