The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for smart radios (Persistent Systems - MPU5), and related accessories to include radio cards, antennas, cables, and power modules. These radios will be used to communicate between robots that have the radios mounted. The radios need to have the following specifications: • S-Band radio module • Onboard Android OS and ability to run custom apps natively • Audio Port+Push To Talk Voice+16 Channels of Voice • Power connector + 3 USB Ports • Power over Ethernet ability + 10/100 Ethernet Port • Built in HD Video Decoder/Encoder • 3x3MIMO Technology Items needed: 1. Wave Relay® Form Factor 2. MPU5 Radio Cards 3. Antenna Products 4. Accessory Products 5. Cable Products 6. Power/Module Products 7. Wave Relay Embedded Module Training for users at ERDC-CERL in Champaign, IL (not to exceed 50 hours). The procurement will include options for additional quantities on radio cards, GPS antennas, tracker antennas, and embedded wave relay modules. ERDC-CERL intends to award a purchase order on a sole source basis to Persistent Systems, LLC in accordance with FAR 13.106-1(b)(1). Market research indicates that Persistent Systems, LLC is the only source for this requirement because the CERL Robotics for Engineer Operations (REO) research program is developing new robot technology. The new technology must replicate the Android Tactical Assault Kit (ATAK) and WaRTAK (WaveRelay+ATAK) program of record software solutions to the maximum extent practicable. The MPU-5 radios manufactured by Persistent Systems are the ones currently being used by ATAK/WaRTAK end users, and identical hardware must be used for testing of ATAK/WaRTAK software/hardware. We require identical hardware to that of our end user to ensure operational compatibility and risk mitigation for transitioned software. In addition to being identical to existing equipment, the Persistent Systems MPU5 radios combine capabilities to provide unparalleled situational awareness, communication and targeting capabilities to the war fighter. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
