This is being re-advertised under the correct NAICS Code. ERDC-CERL requires an in-house secondary microphone calibration capability to support the ongoing acoustics research conducted both at CERL and in collaboration with partners across the ERDC. This will be met by acquisition of an appropriate calibration system capable of providing NIST-traceable frequency-dependent microphone calibration. ERDC-CERL intends to award a purchase order on a sole source basis to Bruel & Kjaer North America Inc. in accordance with FAR 13.106-1(b)(1). Market research has found that the 9721-A Microphone Calibration System manufactured by Brüel & Kjær Sound & Vibration Measurement A/S is the only product on that market that complies with all of the specifications of the CERL acoustics research team. Specifically, it is the only product that is fully compatible with a standard Windows 10 PC without requiring additional third-party hardware or software while also having the capability to calibrate outdoor condenser microphones for which the grid caps cannot be removed. It is imperative that the system purchased is capable of calibrating the large inventory of existing microphone types that the acoustic research team has on hand. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy.
