THIS ACQUISITION IS A SMALL BUSINESS SET-ASIDE. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. The solicitation number is W9132T19Q0042 and is being issued as a request for quotation (RFQ). The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement to procure a Smart Card Bulk Water System and Bulk Water Dispender as required by the specifications in the attached RFQ. THIS ACQUISITION IS A SMALL BUSINESS SET-ASIDE. Please reference the attached written RFQ for all applicable provisions and clauses. Please provide responses to this notice no later than September 24, 2019 at 11:59 AM, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. * Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete representations and certifications. This system combines data that was formerly contained in the Central Contractors Registration (CCR), Online Representation and Certifications (ORCA), and the Excluded Parties List System (EPLS). OFFEROR INSTRUCTIONS Quotes must be submitted via email to CERL-CT-Quotes@usace.army.mil no later than the date and time specified on page 1, block 8 of this solicitation. Offerors are required to have an active System for Award Management registration, no active exclusions, and BOTH FAR AND DFARS representations and certifications completed at the date and time specified on page 1, block 8 of this solicitation in order to receive a Department of Defense contract award. Ensure that all representations and certifications, required by this Request for Quote, are either included in the online FAR and DFARS report, and/or included with your quote submission. Failure to comply with this requirement will result in the offer being found unacceptable.
