The United States Army Corps of Engineers (USACE) Engineer Research and Development Center Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to convert and migrate 230 facilities from the Army Facilities Components System (AFCS) to the Virtual Forward Operating Base (VFOB) system. VFOB is an emerging software tool that relies upon a database of base camp "facilities" that can be dropped onto a map canvas and serve as virtual representations of actual facilities that can be constructed and used for base camp operational functions. Since VFOB is built on AutoCAD, facilities are stored in a unique format that allows files of the AutoCAD native format (DWG) to be built. VFOB also has features within the software interface that allow blocks and facilities to be formatted for storage in the VFOB database and attach metadata to the facilities. The AFCS program has defined approximately 600 facilities and maintains its own database of files for these facilities. The goal is to convert and migrate a subset of the AFCS definitions into VFOB, allowing them to be used in VFOB master plans. This effort will require detailed knowledge of AFCS facility data as well as specialized engineering judgment to fill in data gaps that will arise going from AFCS to VFOB data representations. The requirement will be for the contractor to convert facility data to include construction materials lists, building specifications, system resource consumption estimates and drawings in a variety of formats including AFCS database files, PDFs and AutoCAD files to a VFOB compatible format and migrate into the VFOB system with all required metadata. In addition, the requirement shall be completed by 15 Sep 2019. Redhorse Corporation has been significantly involved in the most recent batch of corrections for AFCS facility data structures through work funded under an IDIQ contract with ERDC-CERL that ran from FY2015 to FY2018. Redhorse Corporation also has knowledge of VFOB architecture and its specialized data requirements as a result of work done under the same IDIQ. Because of the unique knowledge Redhorse Corporation has of these current AFCS data structures and the VFOB tool, they are believed to be the only source that could complete the data conversions needed within the aggressive schedule environment that exists. Therefore, ERDC-CERL intends to sole-source this requirement to Redhorse Corporation. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 541330 which has a size standard of $15,000,000.00. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
