The U.S. Army Corps of Engineers (USACE) Kansas City District has issued the Solicitation for a 100% Small Business Set-Aside that will result in a Firm Fixed-Price contract to construct a Remote Inspection Facility (RIF) in support of the replacement campus for the National Geospatial-Intelligence Agency?s (NGA) 2nd Street, St. Louis facilities, as part of the West Facilities Modernization (WFM) program. The RIF supports inspection and screening of personnel, vehicles, and cargo for all postal and service deliveries prior to providing controlled access to the MOB and CUP. RIF requires inbound and outbound lanes, drive-through scanning systems, a secure inspection facility, and both passive and active vehicle barrier systems. Project will construct an earthen embankment between the RIF and the site perimeter, running east to west and parallel to the north property boundary. Pre-Solicitation Notice – W912DQ22R7003 The U.S. Army Corps of Engineers (USACE) Kansas City District intends to issue a 100% Small Business Set-Aside Design-Bid-Build solicitation for a single Firm Fixed-Price, construction contract for Construction of the Remote Inspection Facility (RIF) in support of the National Geospatial Intelligence Agency’s (NGA) West Facilities Modernization (WFM) program in St. Louis, MO. The solicitation is expected to be available on or about October 17, 2022, on the Federal website at SAM.gov. A tentative site visit is scheduled for October 21, 2022. The RIF will be used to support inspection and screening of personnel, vehicles, and cargo for all postal and service deliveries prior to providing controlled access to the Main Operations Building (MOB) and Central Utility Plant (CUP). The RIF requires inbound and outbound lanes, drive-through scanning systems, a secure inspection facility, and both passive and active vehicle barrier systems. The RIF will be encompassed by a passive vehicle barrier. The perimeter passive barrier will be also combined with an 8 FT security fence. Requirement is to construct a Remote Inspection Facility (RIF) with Mail Processing Center, K-9 Training Facility, Covered Inspection Area, a Secure Area that encompasses an Alternate Emergency Operations Facility, Alternate Police Command Center, and RIF Command and Control Room. This project includes fire alarm systems, CBRNE detection system, and package scanning equipment, building information systems, Intrusion Detection System (IDS) installation, Electronic Security System (ESS), and Emergency Monitoring and Control System (EMCS) connections. The project also includes supporting facilities such as electrical service, water, sewer, gas, paving, walks, curb and gutter, storm drainage, site improvements, and sustainability/energy measures. The North American Industry Classification System (NAICS) Code is 236220, (Commercial and Institutional Building Construction). The estimated magnitude of this project is over $10,000,000. The estimated performance period for completion of construction is 540 calendar days from Notice to Proceed (NTP).
