Construction of Chilled Water Plant and Site Utility Upgrades at VA Medical Center in West Haven, CT
The project involves demolishing the existing chilled water plant (Building 16a) and constructing a new multi-story chilled water plant with chillers, cooling towers, pumps, and associated mechanical/electrical equipment, plus a new fuel tank farm. Site utility upgrades include replacing and upgrading fire protection and domestic water mains from Campbell Avenue to Building 15, installing utility loops, adding a redundant electrical feeder to Building 19, and constructing new water storage tanks. Work spans civil, mechanical, electrical, plumbing, structural, geotechnical, and architectural disciplines, and must comply with DVA Physical Security Resiliency Design Requirements and achieve USGBC LEED Silver certification. The performance location is adjacent to and within an active Medical Center campus that remains fully operational, requiring careful coordination and minimal disruption, with constrained laydown and storage areas.
