The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for two separate concrete repair projects. One of the projects will be located within the Merrimack River Basin located at Blackwater Dam in Webster, New Hampshire, and the other will be located at Everett Dam in Weare, New Hampshire. This announcement is to determine interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for these projects. The NAICS code for this procurement is 237990 with a size standard of $45M. The Blackwater Dam project is planned to be issued in the late Spring of 2023 with Construction to take place in the Summer of 2024 to accommodate the dry season during the summer months for low water condition. The estimated construction for this project is between $500,000.00 and $1,000,000.00. The Everett Dam project is planned to be issued in the summer of 2023 with Construction to take place in Spring of 2024 to accommodate the dry season during the summer months for low water condition. The estimated construction cost for this project is between $250,000.00 and $500,000.00. The work of this project consists primarily of repairing deteriorating concrete of the flood control structures. Blackwater Dam, Webster, NH Blackwater Dam is located in the Town of Webster, New Hampshire, on the Blackwater River, 10 miles upstream of the confluence of the Blackwater River and Contoocook River. It is located in central New Hampshire, about 15 miles north of the Town of Penacook, New Hampshire. The dam consists of a rolled earth fill embankment and concrete non-overflow section, outlet works and an uncontrolled concrete ogee weir spillway. Construction of the project began in the spring of 1940 and was completed in November 1941. Fiber Reinforced Plastic (FRP) liner was placed in 1964 which provided for lining of the conduits, conduit entrances and discharge apron with a fiberglass cloth and epoxy resin. This lining was installed to provide a smooth surface in the conduits and to prevent further erosion and spalling of the concrete. At various locations around and inside the conduits, this FRP liner has delaminated and broken off, some taking away the concrete surface that it adhered to. See Attachment 1. Scope of the repairs for Blackwater Dam consists of: Inlet nosing at conduit entrances: Remove deteriorated FRP liner, remove existing concrete to sound concrete (4” deep nominal), install rebar anchors and welded wire fabric reinforcing, and apply polymer modified concrete thick patch (4 nosing total). Flow control conduits (3 conduits): Remove deteriorated FRP surface liner on all four sides of the conduits. Apply 2” thick polymer concrete patch upon removal of existing concrete on all walls and floor surfaces. As needed, patch spalled concrete on ceiling area upon removal of the liner. Spillway apron downstream of the conduit: Remove deteriorated FRP liners and apply, as needed, patch to spalled concrete. Work in the conduit area will require a phased temporary flow diversion structure to direct stream flow to a single open conduit while working on two that are kept dry during the low flow construction window. Based on the construction window with historically the low water season for the year, the Government anticipates concrete removal for repair works inside the conduits by hydro-demolition with associated pumping and waste treatment self-contained mechanical units. At the non-overflow sections of the dam, work consists of removal of previously patched areas that are deteriorating and applying new polymer concrete patches to be followed by the application of penetrating sealer to the exposed concrete area. Everett Dam, Weare, NH Everett Dam is a flood risk management reservoir situated on the Piscataquog River in the Town of Weare, New Hampshire and about 15 miles above the confluence with the Merrimack River. The Everett reservoir is part of a 2-reservoir system with nearby Hopkinton Lake; the entire system is divided into three storage areas – two located in the Contoocook River watershed and one in the Piscataquog River watershed. The sub-areas, connected by 2 canals, act as separate reservoirs during minor floods and as a single reservoir during moderate and/or major floods. Combined with Hopkinton Dam, the Hopkinton-Everett Reservoirs are operated to reduce flooding on the main stem of the Contoocook, the Piscataquog and the Merrimack Rivers. The Everett Dam is a 2,000-foot-long embankment dam composed of rolled earth fill with rock slope protection, with a 175-foot-long concrete ogee weir spillway located on the left abutment. See Attachment 2. Scope of the repair for the Everett Dam consists of: Inlet Weir Structure: Repair of selected deteriorated concrete shoulders holding the timber weir logs and repair of localized scoured wall and floor slab. Work may include removal of existing unsound concrete, restoration of any impacted reinforcing, and application of polymer modified concrete patches over the affected area. Conduit ceiling: Immediately downstream of the inlet splitter, repair previously patched area on the ceiling. Being part of a two-reservoir system, Everett Dam water level can be lowered during the restricted working window of the dry summer season to allow work within the inlet structure and conduit ceiling. The Government anticipates that this work may be completed with handheld mechanical tools to remove the deteriorated concrete. Waste management of the controlled removal and repair will be required for the work in the areas above. Bridge pier base: Repair of deteriorated concrete on a previously patched area at the base of a bridge pier where it sits on the ogee weir. Work can be done in the dry during low precipitation season. Control Tower structure: Repair of localized concrete delamination adjacent to a window and sealing of surface crack on the exterior concrete wall of the control tower structure. As stated above, all in-water work will have a time of year restriction where flow or water level is anticipated to be at the minimum. Strict construction waste management will be implemented to prevent contamination into an active stream/reservoir. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience of both the firm and its repair technicians in performing the work components stated above. Please include at least two specific examples of the firm’s experience performing the work requirements stated above. The projects must have been performed within the last seven years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications (both the firms and their repair technicians), which will be used to support the offeror’s effort and their experience must also have been performed within the last seven years.
