The U.S. Army Corps of Engineers – New England District is issuing a Pre-Solicitation Notice for a Blanket Purchase Agreement (BPA) to provide an indefinite quantity of arborist and invasive insect control services to the US Army Corps of Engineers project sites located throughout the Naugatuck River Basin in Connecticut to include the following locations: Black Rock Lake, Northfield Brook Lake and Thomaston Dam in Thomaston, CT Colebrook River Lake in Colebrook, CT Hancock Brook Lake in Plymouth, CT Hop Brook Lake in Middlebury, CT Naugatuck River Basin Office, Middlebury, CT Stamford Hurricane Barrier in Stamford, CT. THE WORK CONSISTS OF: The Contractor shall furnish all labor, equipment, and supplies necessary to provide arborist and invasive insect control services needed for each BPA call under the agreement. The period of performance of the resulting agreement will be 36 months from the date of award. The BPA Master Limit is $250,000; where no single BPA Call may exceed $25,000 in total cost. In accordance with FAR 13.303-3(a)(2), the Government is obligated only to the extent of authorized purchases actually made under the BPA. Interested vendors are notified that the Government’s intent is to award multiple (up to three (3)) Blanket Purchase Agreements from this one solicitation. This is not a request for offers at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about October 5, 2022. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov). This procurement is set-aside for small business vendors. The applicable NAICS code is 561730 with a Small Business Size Standard of $8.5 Million. ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY OFFEROR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
