Coordinating with National Grid to install a new underground service connection. Constructing underground concrete duct bank, utility vaults, and concrete equipment pads. This announcement is to determine interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned, women-owned and other small business concerns for this project. The NAICS code for this procurement is 238220. The project is planned to be issued in the summer of 2022 with construction to start in the fall of 2022. The estimated construction cost is between $5M and $10M. The project consists of renovating the existing Ice Engineering Facility (IEF) and constructing a new refrigeration system for the Test Basin and Research Area within the existing mechanical room, test basin chamber, and research area. The current refrigeration system posed an unmanageable risk for CRREL employees and the local community, and consequently shut down in 2015. The new refrigeration systems will allow CRREL to support new research which requires an environment with increased cold temperature and ice making capabilities, facilities capable of varying temperatures rapidly with computer-controlled precision, and large spaces for conducting testing of complex equipment and systems. The refrigeration system will be a fully automated and programmable, safe, and regulator independent system. A summary of project requirements include: Demolition of existing refrigeration system which will not be reused. Repair Sprayed Fire-Resistive Materials on existing surfaces for removal of existing and installation of new hangers and equipment. Construction of a new refrigeration system consisting of an ammonia Low Charge Central System (LCCS) using Adiabatic Condensing. New refrigeration system will be a 200 ton nominal system designed to maintain -22 deg F indoor temperature and chill test basin water down to 32 deg F. Installation of supporting equipment (i.e generator, HVAC, etc.) on the site and the roof. Electrical system integration and controls; a SCADA system with multiple workstations will be used for refrigeration system control. Modifications to existing addressable fire alarm and occupant notification systems; including ammonia leak detection system Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm’s experience performing the work requirements stated above. The projects must have been performed within the last seven years.
