This is a Sources Sought announcement to determine the interest, availability, and capability of potential contractors for 1.) Invasive Milfoil Handpulling and 2.)Suction Harvesting Milfoil based on information described below and to potentially solicit based off of feedback from all of industry on the Request for Quotations approach. It is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, New England District desires to identify contractors capable of providing Invasive Milfoil Handpulling and Suction Harvesting. Contractors should identify their capabilities for either one requirement, or both requirements. The NAICS code for these procurements is 541990 (size standard $16,500,000 as of Dec-2021). The current intent is to initially solicit two separate Requests for Quotations later this fiscal year depending on response to this sources sought. THE WORK CONSISTS OF: HAND PULLING MILFOIL Furnish all labor materials, Furnish all labor, materials, and equipment for crew work hand-pulling Eurasian watermilfoil at North Harland Lake. There is a boat launch located at North Hartland Lake (see maps). No snorkeling or SCUBA diving will be permitted. THE WORK CONSISTS OF: SUCTION HARVESTING MILFOIL Furnish all labor, materials and equipment to suction harvest 10 acres of Eurasian watermilfoil at North Hartland Lake. There is a boat launch located at the North Hartland Lake Recreation Area. Surface supplied air mode of diving shall be used for all underwater work. Grid Point sampling and Qualitative Sampling was completed in 2019 to obtain abundance of vegetation including milfoil (reference North Hartland Lake Reservoir Aquatic Plant Inventory). See also Bathymetric survey (NHL_Depth). Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, and if the Government still plans to proceed with the acquisitions, solicitation announcements will be published on the SAM.gov website for the respective project. NO SOLICITATION/SYNOPSIS IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to the solicitation announcement at a later time. Responses: In order to assess your capability to perform this contract adequately, interested firms should submit a capabilities package to include, at a minimum, the following: 1) Firm’s name, address, point-of-contact, phone number, email address, CAGE and DUNS number. 2) Business classification (e.g., 8(a), HUBzone, woman-owned small business (WOSB). veteran-owned small business (VOSB), Service-disabled veteran-owned small business (SDVOSB), small business or none of these). 3) Name of any subcontractors that would be proposed to team with the prime firm and their expected role. 4) Size of firm and those firms on the team. 5) Information on the general experience and capabilities of your firm and team. 6) Specific documentation of your firm’s experience and capabilities related to: Interested large and small business may also provide feedback.
