Solicitation Number: W912WJ-22-B-0001 Response date: 11/09/2021 Place of Performance: US Army Engineer District, New England 696 Virginia Road Concord, MA 01742-2751 US Description: The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids (IFB) for improvement dredging of the Great Chebeague Island Federal Navigation Project (FNP) located in Chebeague Island, Maine. This procurement will be 100% Small Business Set-Aside requiring a mechanical dredge to perform the work. The NAICS code for this procurement is 237990 with a size standard of $30M. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about early November 2021. The construction will occur in the winter of 2021/2022 and is expected to take approximately 2 months to complete. The estimated construction cost is between $1,000,000 and $5,000,000. Any responsible source meeting the required standards may submit a bid to be considered by the New England District. The Great Chebeague Island FNP consists of a 10-foot-deep Mean Lower Low Water (MLLW) by 100 feet wide from Casco Bay extending 1400 feet southeasterly to the town landing at the Stone Wharf. The channel would be widened to 150 feet alongside the wharf. A -8-foot MLLW by 200-foot long turning basin would be located at the shore end of the channel off of the wharf’s cargo ramp and would narrow from 150 feet wide at the channel end to 100 feet wide at the shore end. The proposed work consists of dredging approximately 40,000 cubic yards (cy) (including required dredge and overdepth) of mixed grained sands and silts from the 10-foot channel and 8-foot turning basin (with some cobble in the turning basin), including a one-foot allowable overdepth in both areas. The mechanical dredge will remove material from the channel and turning basin and transport the material in scows to the Portland Disposal Site (approximately 15 nautical miles away to the south). The available dredging window is between December 31, 2021 and April 1, 2022. The work will require coordination around the tide cycles. Environmental coordination and permitting has been completed by the U.S. Army Corps of Engineers, New England District.
