Action Code: Sources Sought Notice Subject: Littleville Electrical Service Upgrades Solicitation Number: W912WJ21X0004 NACIS Code: 238210 Response date: November 25, 2020 Place of Performance: US Army Corps of Engineers, New England District 696 Virginia Road Concord, MA 01742-2751 US The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for Electrical Services Upgrades at Littleville Dam in Huntington, Massachusetts. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 238210. The project is planned to be issued on or about June 2019. The project is expected to take approximately 6 to 8 months to complete construction. The estimated construction cost is between $500,000.00 and $1,000,000.00. The Littleville Dam was constructed from 1962 to October 1965 primarily for flood control purposes. It lies on the middle branch of the Westfield River in Huntington, Massachusetts. Littleville Dam has prevented $148.5 million in flood damages since it was built, as of September 2011. This project consists of the following Scope: • Demolish the six existing utility poles and associated conductors currently located along the left groin of the downstream slope of the embankment. • Install new buried feeder and buried communication line along the left groin of the downstream slope of the embankment. • Install two utility poles at the downstream base of the embankment. • Demolish existing medium voltage transformer located near the gatehouse. • Install new medium voltage transformer in the same location as the previous transformer. New transformer is to use the same concrete pad. • Install new feeder from transformer to the existing gate house distribution equipment. • Replace feeder, primary service disconnect, transformer and secondary disconnect at the project office. • Replace feeder, service panel, transformer and panelboard in the water control building. • Replace lightning down conductors in the water control building and tie the down conductors to the structural steel of the tower. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm’s experience performing the work requirements stated above. The projects must have been performed within the last five years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror’s effort and their experience must also have been performed within the last five years. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by November 25, 2020. Responses should be emailed to Contract Specialist Sara J.
