The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Occupational Health Physician and Medical Services for the New England District. This announcement is to determine interest, availability and capability of Small Business and Large Business concerns for this project. The NAICS code for this procurement is 621111 with a size standard of $12 Million. The solicitation is planned to be issued on or about February 2020. The anticipated contract type will be a contract for one base year and four option years OR a Blanket Purchase Agreement (BPA) for up to five years and is undetermined at this time. The estimated cost is $400,000.00. The District anticipates future procurement requirements for an established provider of Occupational Health Physician and Medical Services with at least 10 years' experience in the occupational health industry. The company's primary business must provide a wide range of occupational health services to support employers in maintaining a healthy, safe workforce to include: deployment, pre-placement, travel health, fitness for duty, audiograms for Hearing Conservation Program, Diver exams, Climber exams, Respirator Clearance, and hazardous waste site worker exams. Services will be provided to federal employees in accordance with OSHA, DOD, DOT standards, US Army Corps of Engineers regulations, protocols and other applicable directives. Most medical services shall be rendered in the geographic area of the New England District, Corps of Engineers. The New England District is comprised of six states – Massachusetts, New Hampshire, Maine, Vermont, Rhode Island, and Connecticut. For pre-employment medical exams, services may be required in any state within the Continental U.S. and Puerto Rico. There are approximately 30 locations that employ individuals who require medical services within the contracted area. For a listing of District and field offices please see ATTACHED document. It is the intent for federal employees to commute to local physician's office or clinic within a 50-mile radius of employee’s work location or home address for medical services specified by the government (unless a further distance is approved). The company must have the following services: An on staff board-certified occupational health physician to review work submitted by contracted health care providers as well as to provide occupational health consultative services. Physician will have a minimum of 10 years’ experience. An on-staff Occupational Health Nurse certified by the American Board of Occupational Nurses who has a minimum of five years’ experience in implementing occupational health programs. An audiologist certified by the American Board of Audiology and an Occupational Hearing Conservationist (COHC) certified by the Council for Accreditation in Occupational Hearing Conservation. Both shall have a minimum of five years’ experience in implementing Occupational Hearing Conservation Programs. Have access to a large number of contracted health care providers at locations to serve the New England District to include any state of the Continental U.S. and Puerto Rico. Services to be rendered by the contractor include but not limited to the following: (1) Medical Surveillance deployment, pre-placement, travel health, fitness for duty physical examinations (deployment, pre-placement, travel health, fitness for duty, audiograms for Hearing Conservation Program, Diver exams, Climber exams, Respirator Clearance, and hazardous waste site worker exams). (2) Telephonic and/or direct medical consultation with an occupational health physician as needed. (3) Management of health care exams with uniform clinic pricing. (4) Clinic provider management to assure service is delivered in a quality and efficient manner. (5) Hearing conservation program oversight by certified audiologist, occupational hearing conservationist, or physician trained and experienced in occupational hearing conservation. (6) Blood borne Pathogens Post Exposure evaluation and treatment (7) Provide client PHI protected specific portal for scheduling, examination, query, and status reports as well as providing exam results (8) Data resulting from exams, audiograms and laboratory testing must be maintained in hard copy as well as electronic format (a modification will be issued after contract award to move records to a designated Government electronic system). Interested firms should address the following information in their capabilities package: (1) Medical Surveillance Examinations - Discuss your firm’s capabilities of obtaining a medical provider in an area within the Continental United States or Puerto Rico if such a relationship does not exist at the time of the requested service and report results within 10 business days from request. Explain who will oversee and assist with the administration of this contract. Verify that your company will invoice within 30 days of service. (2) Availability of Physicians and Clinics in the Geographical Area – Discuss how your company will provide clinics within 50 miles of each NAE service area as identified in the ATTACHMENT. This should include: the number of credentialed and contracted clinics, data base of clinics with whom you have association or contractual arrangement. Provide the names of staff board-certified occupational health personnel as identified above with resume. (3) Electronic Data Capabilities - Discuss how you would provide medical records data to meet the Corps of Engineers requirements. This should include audiometric data, laboratory testing and digital x-rays. Discuss how you would provide a client specific portal for scheduling, examinations query, examination results, and status reporting. (4) Contract Type- Discuss how the use of either a contract for a one base year and four option years or Blanket Purchase Agreement for up to five years would be better suited for this requirement. (5) Limitation of Subcontracting – If a firm is a Small Business, the firm must identify the nature of work performed by the firm, percentage of overall work self-performed by the firm and features of work performed by team subcontractors. The firm should also describe their in-house capabilities to accomplish the above stated requirements. Address how the firm will meet or exceed the requirements of Federal Acquisition Regulation (FAR) 52.219-14 “Limitations on Subcontracting.” Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror’s effort and their experience.
