The U.S. Army Corps of Engineers – New England District is issuing a Pre-Solicitation Notice for a Blanket Purchase Agreement (BPA) to provide an indefinite quantity of Earthen Materials throughout the Naugatuck River Basin (NRB) in Connecticut to include the following locations: Black Rock Lake, Thomaston, CT; Colebrook River Lake, Colebrook, CT; Goshen Radio Relay Station, Goshen, CT; Hop Brook Lake and Naugatuck River Area Office, Middlebury, CT; Northfield Brook Lake, Thomaston, CT; Stamford Hurricane Barrier, Stamford, CT; Thomaston Dam, Thomaston, CT THE WORK CONSISTS OF: The Contractor shall furnish all labor, equipment and materials necessary to execute the Earthen Materials for each BPA Call under this agreement. No single BPA Call may exceed $25,000 in total cost of labor and materials. The Contractor-Furnished Materials and Supplies shall not exceed $5,000 for each individual BPA Call. The BPA Master Dollar Limit is $250,000. The anticipated Period of Performance will be 36 months from date of award. In accordance with FAR 13.303-3(a)(2), the Government is obligated only to the extent of authorized purchases actually made under the BPA. This is not a request for offers at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about May 11, 2021. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the beta.SAM.gov website (www.beta.SAM.gov). This procurement is set-aside for small business vendors. The applicable NAICS code is 327991 with a Small Business Size Standard of 500 Employees. THE GOVERNMENT INTENDS TO AWARD MULTIPLE (UP TO 3) BPAs FROM THIS ONE SOLICITATION. ALL OFFERORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY OFFEROR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
