The U.S. Army Corps of Engineers – New England District is issuing a Pre-Solicitation Notice for for all operations necessary to REPLACE ASPHALT PAVEMENT at the NORTH HARTLAND LAKE DAM PROJECT OFFICE located in Hartland, Vermont. THE WORK CONSISTS OF: Contractor shall provide all materials, labor, testing, and equipment for performing all operations necessary to complete the work to remove approximately 20,500 square feet of asphalt pavement around project office and a portion of paved road along the top of Dam using full depth reclamation, and the repaving of disturbed pavement areas with new hot mix asphalt. Work to include the replacement of metal frames and covers at two electrical manhole structures, and loaming and seeding of disturbed vegetated areas. The period of performance of the resulting contract will begin within seven (7) days of Contractor's receipt of the Notice to Proceed; with ALL work except being complete NLT one-hundred and twenty (120) working days after Contractor's receipt of the Notice To Proceed. All other delivery dates will be in accordance with the corresponding Scope of Work. This is not a request for offers at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about January 30, 2020. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.beta.SAM.gov). This procurement is set-aside for small business vendors. The applicable NAICS code is 237310 with a Small Business Size Standard of $39.5 Million. ALL OFFERORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY OFFEROR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
