US Army Corps of Engineers, New England District Document Digitization The U.S. Army Corps of Engineers, New England District is issuing a set-aside for HUBZone certified small business contractors for document scanning services at its New England District headquarters in Concord, MA. The NAICS code the work described below is 518210. The project is planned to be issued in June 2020 and will be set aside for a HUBZone Small Businesses. The services will extend for one year from the time of the award with the option of one addition year of service. The estimated magnitude of the project is between $250,000.00 and $500,000.00. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The Contractor must be capable of document collection, document scanning, document conversion, metadata entry, quality assurance, and migration of digitized documents into NAE's digital storage environment. The Contractor will be required to collect, inventory, label, digitize, and apply metadata to documents based on USACE quality standards. The scope includes providing monthly and ad-hoc reports. The period of performance includes a base period of one year plus one additional option year. Contractor personnel will not be supervised by USACE personnel. Support under this Contract is limited to non-decision making activities that do not bind the Government. The type of material requiring digitization includes standard size (8.5"x11" and legal) documents, large format sheets (engineering drawings and maps), and photographs. Estimated amount of standard size documents is between 675 and 1,075 boxes (average of 2000 sheets per box). Estimated number of large format sheets is between 6,650 and 13,350 and the estimated number of photographs is between 59,400 and 82,950. Material may be moved offsite to the contractor’s facility to perform scanning. If required, approximately 1,000 sqft of space will be available on site to perform document prep and scanning operations. Please note that this solicitation is set-aside for HUBZone certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents which will include instructions for submission and the response date will be available on or about June 2020. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted.
