Solicitation Number: W912WJ20B0021 Place of Performance: Sandisfield, MA 01255 USA Description: The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for constructing 1,150 feet of new road on government property off of MA Route 8 between mile markers 2.2 and 2.3 in Sandisfield, Massachusetts. This procurement is set aside for small business concerns. The NAICS code for the work is 237310. Construction is expected to take approximately 9 months to complete. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The work will consist of constructing a 20 feet wide full-depth hot mix asphalt (HMA) paved road with 4 feet of gravel shoulder on each side of road. The road will run from a connection with MA Route 8 to where it will tie into an existing asphalt paved road on government property. The work will also require clearing and grubbing; demolition of existing steel beam and wood post guardrail, concrete block headwall and concrete pipe, and concrete drainage ditch; associated earthwork for new roadway, cut and fill slopes, drainage swales, and final grading; the installation, maintenance, and inspection of temporary and permanent erosion and sediment controls; the installation of soft and hard armoring along cut and fill slopes, grass- and rock-lined drainage swales, concrete drainage structures and concrete and plastic culverts, steel beam and wood post guardrail, guardrail terminal impact end system, steel double arm swing barrier gate at entrance, and topsoil and seed; and all incidental work. This work will require that the contractor obtain a National Pollutant Discharge Elimination System (NPDES) Construction General Permit (CGP) through the Region 1 office of the Environmental Protection Agency (EPA). There is not an invitation for bids at this time. The posting of this notice does not bind the government to release a solicitation. The solicitation requirements and contract documents, to include instructions for submission and the response date, are expected to be available on or about August 2020. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offeror’s must access the Federal Business Opportunities website at beta.SAM.gov. If a solicitation is released, all responsible sources may submit a bid which shall be considered by the New England District.
