The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for the Maintenance Dredging of the Rye Harbor Federal Navigation Project, located in Biddeford, Maine. This procurement is set aside for small business concerns. The NAICS code for the work is 237990. Dredging operations are expected to take 2 to 3 months to complete and shall occur between November 1 and March 15 during the years dredging is performed, to minimize impact to natural resources in the area and meet environmental time of year (TOY) restrictions. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be within the Congressionally authorized Wood Island Harbor at Biddeford Pool Federal Navigation Project, located in Biddeford, Maine. Approximately 46,000 cubic yards (CY) of fine-grained sand and silt will be mechanically dredged from the 10-ft entrance channel and 6-ft anchorage. All depths refer to the plane of Mean Lower Low Water (MLLW). All of the sandy material to be dredged will be transported by scow and placed at the Camp Ellis nearshore site, while all silty material to be dredged will be transported by scow and placed at the Saco Bay Disposal Site (SBDS). It is expected that the dredging contractor will need to maintain a dredging production rate of at least 22,500 CY per month to be successful in performing the work of this contract. This is not an invitation for bids at this time. The solicitation requirements and contract documents, to include instructions for submission and the response date, will be available on or about 4 Aug, 2020. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted . The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website at beta.SAM .gov. All responsible sources may submit a bid which shall be considered by the New England District.
