The New England District, U.S. Army Corps of Engineers (District) will be issuing a solicitation for the construction of the new Climatic Chamber Building on the campus of the Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire. The work required shall consist of the following: Construction of a new facility which will consist of a pre-engineered metal building (PEMB) to house one medium cold chamber and supporting spaces for personnel to include an office area, storage areas and restrooms/showers A staging area will be constructed inside the PEMB for vehicle access through the cold chamber to an exterior concrete pad Construction of new building foundations and a new laydown slab adjacent to the facility Mechanical and telecommunications rooms will be constructed within the building to house utility service infrastructure and non-refrigeration system mechanical equipment Demolition of existing concrete slab and two existing sheds Site work to include construction of an access road and fencing The NAICS code for the work described herein is 236220. The estimated magnitude of the work is expected to be between $1,000,000 and $5,000,000. This requirement will be solicited as a small business set-aside procurement using the Invitation for Bid (IFB) method. This is not an invitation for bids at this time. The solicitation requirements and contract documents, to include instructions for submission and the response date, will be available in April 2020 and will be available for downloading by accessing the SAM.beta.Gov website (https://beta.sam.gov/). In order to view this solicitation, prospective bidders are required to self-register their firm with SAM.beta.Gov (go to https://beta.sam.gov/ and register under Vendor/Citizen). Amendments, if any, to the solicitation will be made available at https://beta.sam.gov/. Telephonic, mailed or fax requests will not be accepted. Registrants are responsible for the accuracy of the information on the SAM.beta.Gov Registration List. All responsible sources may submit a bid which shall be considered by the District.
