The U.S. Army Corps of Engineers, New England District is issuing an Invitation for Bid (IFB) solicitation for a revetment at the Pleasant Point, Passamaquoddy, Tribal Reservation in Perry, Maine. The NAICS code for this procurement is 237990. The estimated construction cost is approximately $3 million. The project solicitation is planned to be issued May 2020. The project is located at Pleasant Point, Passamaquoddy, Tribal Reservation in Perry, Maine. The revetment project is to prevent ongoing shoreline erosion in front of tribal housing, a church, and a senior center at the Pleasant Point, Passamaquoddy, Tribal Reservation. The major scope of items includes the following: Construction of a shoreline protection revetment with approximately 1500± linear feet in length, and the extension of 5 existing storm drain pipes through the new revetment. Proposed revetment will tie into the State revetment on the southern end and Waste Water Treatment Plant WWTP revetment on the northern end. Two staging and storage locations have been coordinated with the tribe. The stockpile area near Ball Park Rd is to be used for stockpiling the existing revetment stone that will be removed from the work site. This is to be left in the stockpile area for the tribes’ future use. Contractor must excavate a trench to determine the horizontal and vertical limits of ledge excavation. Contractor must complete and submit all testing requirements (specific gravity, unit weight, absorption, and freeze/thaw) for stone materials. COR will need to be present (USACE Geologist) when Contractor selects samples for testing. Revetment will be dismantled/constructed in 50-foot increments. Buildings within the tribe will be occupied during performance of work under this Contract with a “Do not disturb” area within 5 feet of any building. This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date are planned to be available on or about April 2020. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted.
