Description: The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Rock Removal in various locations within the Boston Harbor Navigation Project in Boston, Massachusetts. This announcement is to determine the interest, availability and capability of Small and Large Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about April 2020. The construction is expected to occur in the fall of 2020 and is expected to take 12-18 months to complete. The estimated construction cost is between $75,000,000 and $150,000,000. This project consists of removing between 250,000 and 600,000 CY of rock to improve the following components of the Federal Navigation Project for Boston Harbor: Broad Sound North Channel to -53 feet Mean Lower, Low Water (MLLW), Main Ship Channel (MSC) to the Conley Terminal including the turning basin or "MSC Notch" to -49 feet MLLW, deepening the President Roads Anchorage and deepening the lower Reserved Channel to -49 feet MLLW. Rock removed will be placed at the Massachusetts Bay Disposal Site (MBDS) approximately 20 miles offshore of Boston Harbor It should be noted that the mean tide in Boston Harbor is 9.5 feet and portions of the project will have been dredged to a depth of -53 feet MLLW by the start of this project, so the contractor will need to be able to operate in a channel where the water depth may be up to 60.5 feet. Under this contract the successful offeror will be required to provide the equipment and materials required for the removal of rock from the aforementioned areas and place the rock at the MBDS offshore. The offeror will be evaluated on past experience in rock removal and disposal efforts in Deep Draft Navigation Projects. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.); the type of equipment to be utilized for this project; as well as qualifications and specific examples of past experience in performing the work requirements stated above. The project examples must have been performed within the last ten years. The package must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Proof of bonding capability must be submitted with the package. Firms interested shall provide the above documentation via email and are due by 2pm EST, September 12, 2019. The Government will not pay for any material provided in response to this market survey nor return the data provided.
