The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for the design and construction of Vandenberg Gate Complex, Hanscom Air Force Base, Lincoln, MA. This announcement is to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned Small Business and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about August 2019. The design and construction is expected to take approximately 18 months. The estimated construction cost is between $5,000,000.00 and $10,000,000.00. The Government is contemplating an award of a firm-fixed price design-build contract to design and construct the Vandenberg Gate Complex at Hanscom Air Force Base, Lincoln, MA. Work includes the design and construction of significant security upgrades and improved traffic flow through the existing Entry Control Facility (ECF) called Vandenberg Gate Complex. Work includes, but is not limited to, designing and constructing a visitor center, gatehouses, vehicle inspection facilities, and roadways. - Provide at least two examples of projects substantially completed within the last seven years in which you have demonstrated Experience designing and/or constructing upgrades to an active U.S Military Entry Control Facility with multiple lane convergences and traffic routes that remain operational during construction. The relevant projects must be at least $8 Million. Indicate the scope of the effort, the size of the Entry Control Project, the contract amount for which your firm was responsible, and the construction start and completion dates. - Provide at least one (1) completed project demonstrating experience designing and/or constructing roadway projects for the Massachusetts Department of Transportation within the last seven (7) years. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and specific examples of past experience in performing the work requirements stated above. The package must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability must be submitted with the package. Responses are due by 2 pm est, July 3, 2019. Responses should be submitted via email to: Elizabeth.K.Glasgow@usace.army.mil. Responses are limited to twenty pages. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
