The U.S. Army Corps of Engineers (USACE), New England District, is issuing a Sources Sought Announcement for a construction project to build a new Climatic Chamber Building located at the Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire. The purpose of this announcement is to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 236220. The solicitation is scheduled to be issued on or about August 2019. Construction will begin in the fall of 2019 with an expected duration of approximately eleven months, including submittal approval. The estimated construction cost is between $5,000,000 and $10,000,000. CRREL is a USACE research facility located in Hanover, New Hampshire. CRREL solves interdisciplinary and strategically important problems of the Department of Defense (DOD) and the nation by advancing and applying science and engineering to complex environments, materials and processes in all seasons and climates, with unique core competencies related to the Earth's cold regions. The construction site is located on the CRREL campus. All contractor personnel must be US citizens to gain access to the CRREL campus and the job site. Work under this contract will include the following tasks: • construction of a new facility to support research which requires an environment with extreme cold temperature capabilities • demolition of existing concrete slab • construction of a pre-engineered metal building to house small and medium cold chambers and supporting facilities • construction of a large cold chamber (30' x 60') which will interface with the pre-fabricated structure • construction of a machinery room to house refrigeration system and utility service infrastructure • construction of a control room for monitoring of research Interested firms shall provide at least two and up to five examples of projects substantially completed within the last seven years in which the firm has demonstrated the construction capabilities included below. Please note that these capabilities may be demonstrated with a partnered subcontractor. Additionally, the experience required below does not need to be demonstrated on one single project: • Experience as the General Contractor on a construction contract of similar size to this solicitation. Include the scope of the effort, the square footage of the facility, location of the project, the contract amount for which the firm was responsible, and the construction start and completion dates. • Experience in vertical construction with the added complexity of installing a major refrigeration system with research capabilities. Major refrigeration systems are those which include 400 tons of refrigerant and are capable of reaching temperatures of -20 degrees Celsius. • Experience executing construction in northern climate regions. Interested firms should submit a capabilities package to include the following: business classification (e.g. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Proof of bonding capability is required. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications, if subcontractors are planned to be used. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided.
