The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for the construction of a Leadership Reaction Course located at the New Hampshire Army National Guard campus near the town of Concord, New Hampshire, to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, and other Small Business concerns to complete the work. The NAICS code for this procurement is 238910. The project is planned to be issued on or about August 2019. The project will occur in the fall/winter of 2019 and is expected to take about two months, including submittal approval. The estimated construction cost is between $250,000 and $500,000. This project consists of the following components: • A Leadership Reaction Course (LRC) consisting of a centralized structure with 10-12 separate bays separated by 10-foot high CMU walls, arranged in a double row with a central spine down the middle. • An elevated catwalk situated along the central spine to allow instructors/observers/safety personnel to observe personnel in all bays. • One of the bays shall be enclosed and able to be secured, as it will store the accessories needed for the obstacles. Accessories consist of timber planks, ladders, a cart, ropes, barrels, boxes etc. • The LRC shall be surrounded by a chain link fence with a vehicle door and two man-doors. • Contractor shall prepare a laminated binder with specific directions on what the mission is for each obstacle, how long it should take, which accessories are to be used, and any other pertinent information. • The obstacles to be constructed will consist of various elements such as vertical poles embedded into the ground, walls and other timber elements to form the scenarios. • The site has a topographic slant to it, so the Contractor will need to conduct grading to produce a level site for this structure. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Please include at least one example of the firm's experience performing the work requirements stated above. The projects must have been performed within the last five years. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications, if subcontractors are planned to be used. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
