The U.S. Army Corps of Engineers, New England District intends to issue a Blanket Purchase Agreement (BPA) for soil and rock laboratory testing and reporting services. This Sources Sought announcement is to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns for this BPA. No single BPA Call may exceed $25,000 in total cost. The BPA Master Capacity Limit is $90,000. The purpose of the BPA is to provide an indefinite quantity of laboratory testing and reporting services. Laboratories shall be validated through the USACE Material Testing Center (MTC), at the link listed in the attachment section on this page. Offers shall indicate whether they are in the process of being validated or if they anticipate being validated through the MTC within the next three years. Validated labs shall verify they can perform all of the following testing in accordance with ASTM Manuals. See attached table of tests. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as the type of equipment would be utilized for this testing. Responses are limited to twenty pages. Responses are due by February 22, 2019. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, ATTN: Ms. Brooke Morgan, or via email to Brooke.A.Morgan@usace.army.mil. Interested firms shall provide the above documentation in one electronic copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
