The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for proposed maintenance dredging of the Annisquam River Federal Navigation Project (FNP) in Gloucester, MA. This announcement is to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns for this project and to request comment from ALL potential bidders on the appropriateness of the proposed Definitive Responsibility Criteria addressed below. The NAICS code for this procurement is 237990 with a size standard of $27.5M. The project is planned to be solicited on or about June 2018. The estimated construction cost is between $5,000,000 to $10,000,000. The Annisquam River portion of the FNP consists of an 8-foot mean lower low water (MLLW) channel that is 60 feet wide from Western Harbor to the B&M Railroad Bridge, then 100 feet wide to the River’s mouth and 200 feet wide across the bar in Ipswich Bay. The project was amended to include a 17.3- acre anchorage, which is at 8-foot MLLW in Lobster Cove, near the head of navigation in Ipswich Bay. The proposed solicitation would consist of dredging approximately 139,000 cubic yards (cy) of sand to remove shoals from the channel, and part of Lobster Cove anchorage, with placement of the dredged material at Ipswich Bay Nearshore Disposal Site or Gloucester Historic Disposal Site. Additionally, the Government contemplates inclusion of two Definitive Responsibility Criteria (similar to the below) in the resulting solicitation. The Government welcomes industry comments on whether the below criteria are appropriate and achievable. Interested firms should: 1. Demonstrate that the prime contractor or subcontractor responsible for dredging has successfully dredged one (1) project in a coastal area with near shore disposal within the last ten years. Contractors interested in bidding this project shall have experience with near shore disposal sites. Near shore disposal sites typically range from -15 to -30 ft MLLW and require precise placement of material at a series of target coordinates within the site with the objective of spreading material uniformly across the site without building up mounds that could impede safe navigation. 2. Demonstrate that the prime contractor has a feasible plan and access to appropriate equipment to complete the work on time. The Contractor shall provide a narrative of how they plan to achieve a production rate of 35,000 CY per month. This description shall include: · Plant and equipment. including information such as draft depths (fully loaded & empty) and dimensions · Bucket sizes · Cycle times for any equipment used · Intended hours of operation Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), type of equipment the firm is proposing to use on the project, and two (2) example projects performed in the last ten (10) years (including Points of Contact for those projects) showing experience with the proposed equipment at the production rate listed above. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror’s effort. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by February 07, 2019.
