The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Maintenance Dredging of the Cape Porpoise Harbor Federal Navigation Project, located in Kennebunkport, Maine. This procurement is a Small Business Invitation for Bid (IFB). The NAICS code for the work is 237990. Dredging operations are expected to take 2 to 4 months to complete and shall occur between November 1, 2019 and February 28, 2020, to minimize impact to natural resources in the area. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be within the Congressionally-authorized Cape Porpoise Harbor Federal Navigation Project, located in Kennebunkport, Maine. Approximately 30,000 cubic yards (CY) of sandy and fine-grained material will be dredged from the 6-ft channel, and 15-ft anchorage and channel and placed at Cape Arundel Disposal Site, located approximately 5 nautical miles from the Harbor. The 6 foot channel will be dredged to authorized project depth, plus one foot allowable overdepth, and the 15 foot channel and anchorage will be dredged to 10 feet, plus one foot allowable overdepth. The solicitation for this work will include definitive responsibility criteria requiring that the low bidder demonstrates two (2) past projects performed within the last ten (10) years that involved experience dredging by mechanical means in coastal waters, demonstrating a minimum production rate of 10,000 cubic yards in one consecutive 30-day period and experience with open ocean disposal of dredged material at Ocean Dredged Material Disposal Sites (ODMDS). An ODMDS is an ocean disposal site designated by the United States Environmental Protection Agency or selected by the United States Army Corps of Engineers for the disposal of permitted, or otherwise authorized, dredged material. Firms may use subcontractor experience to demonstrate experience with the Definitive Responsibility Criterion, but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience with the Definitive Responsibility Criterion shall be the same as the role for that team member under this procurement. The Government will request supporting documentation from the bidder anticipated to receive the award. This is not an invitation for bids at this time. The official document will be the solicitation. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 1 July 2019. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).
