The U.S. Army Corps of Engineers, New England District is issuing a set aside for small business contractors for the Repairs to the Hydraulic Cylinders and Position Indicator Rods at the Colebrook Lake, located in Colebrook, Connecticut. The NAICS code for the work described below is 238290 (Size Standard $15.0 Million). The project is planned to be issued in March 2019, and will be set aside for Small Businesses. The construction will extend over a two-month period occurring in the summer or fall of 2019. The estimated magnitude of this project is between $1,000,000 and $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. This project has the following major components. • Manufacture and install a stop log structure to be inserted into the existing stop gate guide columns to block off flow through the upstream intake structure, in order to dewater one conduit section at a time. This may require the use of a dive team. Depth of water may significant. Contractors can utilize the existing crane that exists at the top of the gatehouse tower. This stop log structure must be moved two times in order to dewater each of the three conduit sections. • Construct some type of crane assembly inside of the gatehouse at the operating level. Use this assembly to disassemble all six hydraulic cylinders, two at a time. Disassemble the gate structure such that the gate leaf stems are separated. Construct a blocking structure to keep the gates themselves in the operating level of the gate tower. Allow Corps employees to conduct a thorough inspection of each gate. • Take all six gate leaf stems to a shop for polishing and honing, two at a time. • Reconfigure all six position indicator rods to be attached to the gate stem extension rods, not the top of the gate itself. • Construct a permanent block to the openings in the gate bonnets where the indicator rods used to move through. • Reassemble all six hydraulic cylinders, once the gate leaf stems are back from their polishing at a shop. Make sure that the gates are correctly assembled, and back into their proper slots. • Replace the hydraulic oil packings, O-rings and gaskets in each cylinder while reassembling. • Replace the sump pump check valve located in the gate chamber. • Remove the stop log structure once all six hydraulic cylinders are re-assembled and placed back in service.
