Description: The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for Maintenance Dredging of the Boston Harbor Federal Navigation Project in Boston, MA. This will be an unrestricted competitive solicitation requiring a mechanical dredge to perform the work. The NAICS code for this procurement is 237990. The estimated construction cost is between $5,000,000.00 and $10,000,000.00. Any responsible source meeting this standard may submit a bid to be considered by the New England District. Project Description: This project consists of dredging approximately 400,000 cubic yards (cy) of silt, sand, and clay to improve the following components of the Boston Harbor Federal Navigation Project: 35-foot Broad Sound North Channel, 30-foot Broad Sound South Channel, 15-foot Nubble Channel, 35-foot Anchorage, and the 35-foot Main Ship Channel. The Broad Sound North Channel, Broad Sound South Channel, and the Nubble Channel will be dredged with placement of all material at the Massachusetts Bay Disposal Site (MBDS) approximately 15 miles offshore of Boston Harbor. The Main Ship Channel and 35-foot Anchorage will be dredged with placement of material in the Main Ship Channel (MSC) CAD cell. All dredging must be accomplished by mechanical means and dredging of the silt material going to the MSC CAD cell will require the use of an environmental bucket. During the course of the contract, additional work in the Boston Harbor will be ongoing. Additional work includes but is not limited to: Boston Harbor improvement dredging (USACE), berth maintenance in Chelsea River, Conley Terminal construction of new berth 10 and maintenance of berths 11, 12 and 14 (Massport), hydro-plow and directional drilling for new electric cable between Castle Island and Deer Island, and removal of existing electric cable within the Reserved Channel and Main Ship Channel. In addition to the communication and coordination requirements with other construction contractors working in Boston Harbor and typical harbor, this contract will also require coordination with Boston Logan Airport (Massport and the Federal Aviation Administration). Dredging within the vicinity of Boston Logan will need to be coordinated and approved by Massport and the FAA prior to accessing many areas of the required dredging. High production during these times will be crucial for project success. In order to accomplish all dredging requirements within the specified dredging window the Government will include definitive responsibility criteria requiring the Contractor to demonstrate project experience, within the last ten (10) years, in the following requirements: • Dredging by mechanical means a minimum of 70,000 cubic yards in one consecutive 30-day period. • Experience with mechanical dredging in coastal navigation channels at least 37 feet deep. • Experience with open ocean disposal of dredged material at Ocean Dredged Material Disposal Sites (ODMDS). An ODMDS is an ocean disposal site designated by the United States Environmental Protection Agency for the disposal of permitted or otherwise authorized dredged. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Subcontractor's experience must also have been performed within the last ten (10) years. This is not an invitation for bids at this time.
