**SOLICITATION RELEASED** The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for the Painting and Repairs project for the Service Bridge at the Knightville Dam, located in Huntington, MA. The NAICS code for the work described below is 238320 (Size Standard $15.0 Million). iThis project is a be set aside for Small Businesses. The construction will extend over a two-month period occurring in the summer or fall of 2019. The estimated magnitude of this project is between $250,000 and $500,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. This project has the following major components. • Construct a suspended scaffolding system and containment system for the service bridge. • Remove the existing paint system from all steel substructure elements and bearing points by using abrasive blasting techniques. This includes the cable conduits located underneath the deck of the bridge. • Apply a primer and two top coats of a coating system to the steel substructure elements and bearing points. This includes the cable conduits located underneath the deck of the bridge. • Tighten and/or move back into place any loose cables on the underneath side of the deck. • Remove the existing paint and then repaint the expansion joint cover plates that are present in the concrete deck surface. • Remove and replace the sealant at the contraction joints in the concrete deck using Sikaflex or approved equal. • Remove using abrasive blasting techniques the green paint that is currently on the gatehouse front door and the surrounding door frame elements on the outside only. • Apply a primer and two top coats of a coating system, to match the green color, on the outside only of the gatehouse door and the surrounding door frame elements. • Remove and replace with new in kind the chain link gate and gate support and hinge elements that is currently in place across the service road at the place where it intersects the dam crest road. • The handrails are not part of this contract. This project should be considered to be a de-leading of this structure, as no records can be located that indicate that a de-leading has ever been done on this structure. This contract will contain a Definitive Responsibility Criterion (DRC). This means that the apparent low bidder will be required to submit the required certifications prior to award. If the apparent low bidder cannot produce the required certificates at that time, then the award will move to the next lowest bidder who can produce the DRC. The painting firm for this project shall demonstrate its qualifications by providing proof of certification in the following standards promulgated by The Society for Protective Coatings (SSPC): 1. SSPC QP 1, Standard Procedure for Evaluating Painting Contractors (Field Application to Complex Industrial Structures), 2012. 2. SSPC QP 2, Standard Procedure for the Qualification of Painting Contractors (Field Removal of Hazardous Coatings from Complex Structures), 2009, revisions 2013. Category A required.
