This is a sources sought synopsis only. The purpose of the synopsis is to gain knowledge of potential qualified sources and their business size classification relative to NAICS: 541810 Advertising Agencies (size standard Software Publishers (size standard $16.5M). Responses to this synopsis will be utilized by the Government to determine the appropriate procurement methodology. After review of the responses to this sources sought synopsis, an RFQ may be published on Contracting Opportunities at www.sam.gov. Responses to this sources sought synopsis shall not be considered a response to a solicitation. All interested offerors will respond as an interested party to this sources sought. The New Hampshire Army National Guard has a requirement for advertising and marketing services as follows: CLIN 0001 – Analytical Study of Existing Marketing/Advertising Practices (QTY = 1 JOB) The New Hampshire Army National Guard is seeking a vendor who can analyze current marketing/advertising efforts to refine existing processes and make recommendations for increasing visibility in the existing market. CLIN 0002 – Website Development & Management (QTY = 1 JOB) The contractor shall maintain the existing recruiting website and develop content for it. CLIN 0003 – General Web Content Management (QTY = 1 JOB) The contractor must ensure that the New Hampshire National Guard’s recruiting efforts are visible and searchable across multiple search engines and that valid content remains current, and outdated content gets removed, across these platforms. CLIN 0004 – Targeted Advertising on Applications and Digital Streaming Services (QTY = 1 JOB) The contractor should have the ability to provide digital advertising on popular digital streaming applications such as Amazon Prime, Netflix, and Hulu. CLIN 0005 – General Web Content Management (QTY = 1 JOB) The contractor must ensure that the New Hampshire National Guard’s recruiting efforts are visible and searchable across multiple search engines and that valid content remains current, and outdated content gets removed, across these platforms. CLIN 0006 – Social Media (QTY = 1 JOB) The contractor shall help the New Hampshire Army National Guard maintain a social media presence through regular postings across multiple social medial platforms CLIN 0007 – Targeted Advertising during Prime Hours (QTY = 1 JOB) The contractor shall help ensure that the New Hampshire Army National Guard captures a high market share through targeted advertising during prime hours via radio and television broadcasting In responded to this sources sought, interested parties are asked to provide detail on how the might meet the requirements in CLINS 0001 through 0007 above. Additionally, they should also provide answers to the following: 1. Estimated amount for each CLIN and SUBCLIN 2. Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), 8(a), Large Business, etc.)? 3. Is your company considered small under the NAICS code identified under this RFI? 4. Are you the manufacturer, distributor, or an equivalent solution to the items being referenced above? 5. If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available). 6. If you are a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? 7. Please provide general pricing of your products/solution for market research purposes. 8. Please submit your capabilities regarding the salient characteristics being provided and any information pertaining to equal to items to establish capabilities for planning purposes? 9. Please review salient characteristics and provide feedback or suggestions. If none, please reply as N/A. 10. Please provide your CAGE code or DUNS number. Interested parties shall also submit their responses to the Government no later than 4:00 PM (EST) on 18 November 2021. This notice is to assist in determining the availability of capable sources via the commercial industry only. A solicitation is not currently available. If a solicitation is issued, it will be announced at a later date and all interested parties shall respond to that solicitation announcement separately from this sources sought.
